(a) the provision of infrastructure and urban services:
On the provision of infrastructural and urban services, the Ministry controls the development of projects relating to the Master Plan and co-ordinates of the activities of other Government Ministries and Departments that are equally involved in the provision of infrastructure and municipal service and
(b) effective development control:
The development control aspect of this objective is attained through:
(I) the preparation of Layouts and Planning Schemes in advance to forestal haphazard development.
(II) by adhering strictly to the land use provision embodied in the Master Plan.
(III) by ensuring that all developments and building permissions conform to the approval given by the OCDA which is one of the arms of the ministry.
RESPONSIBILITIES:
Specifically the responsibilities of the Authority include:
(a) the definition of the boundaries of the Capital Territory as specified in the Edict,
(b) the implementation and five yearly review of the Owerri Master Plan,
(c) the reparation, execution and five yearly review of Owerri Urban Region Master-Plan covering the whole of
the Capital Territory,
(d the establishment of infrastructural services in accordance with the Master-Plans referred to above,
(c) the co-ordination of all the building and development in the Capital Territory.
f) to make and formulate building regulations and bye-laws which should be subject to the approval 0f the Ministry.
g) to approve building plans duly submitted to the town planning authority of the ministry.
